By accessing our website (keysmst.com), submitting a referral, enrolling in our SMS program, or participating in KEYS MST services, you agree to be bound by these Terms & Conditions and our Privacy Policy. If you do not agree, please do not use our website or services.

These Terms apply to visitors to our website, families and youth receiving MST services, referring professionals and agencies, and anyone who communicates with KEYS MST electronically.

2. About Our Services

KEYS Empowers, Inc. operates the KEYS MST (Multisystemic Therapy) program — an evidence-based, home and community-based treatment program for youth and families in Maryland. MST is a 3–5 month intensive program that typically involves 2–4 sessions per week in the family’s natural environment.

Services are provided under contracts with the Maryland Department of Juvenile Services (DJS) and the Department of Social Services (DSS), and in compliance with the MST model as licensed by MST Services, LLC.

KEYS MST does not provide emergency mental health crisis services, inpatient treatment, or medical care. If you have a mental health emergency, call 911 or go to your nearest emergency room. For current KEYS MST clients experiencing a crisis, call our 24/7 crisis line at (443) 348-9402.

3. Website Use

Our website is provided for informational purposes. You agree to use it only for lawful purposes and in a way that does not infringe the rights of others. You may not:

• Attempt to gain unauthorized access to any portion of the site or our systems
• Submit false, misleading, or fraudulent information through any web form
• Use automated tools to scrape, crawl, or harvest content from the site
• Reproduce or redistribute site content without prior written permission

We reserve the right to restrict or terminate access to the website for any violation of these terms.

4. Referrals & Eligibility

Referrals to the KEYS MST program may be submitted by DJS caseworkers, DSS workers, courts, schools, and other authorized agencies. Submission of a referral does not guarantee acceptance into the program.

KEYS MST will review each referral and determine whether the youth meets program eligibility criteria consistent with the MST model and applicable contract requirements. Our team will notify the referring agency of our decision within two (2) weeks of receiving the referral package, in accordance with DJS contract specifications.

Referral information submitted through our website is treated as confidential and handled in accordance with HIPAA and applicable Maryland law.

5. Program Participation

Participation in MST services requires informed consent from the parent or legal guardian of the youth. By enrolling, families agree to:

• Actively participate in scheduled sessions and treatment activities
• Engage honestly with the MST therapist and treatment team
• Allow home and community-based sessions in natural settings
• Provide timely notice of scheduling conflicts or changes
• Participate in quality assurance activities including the TAM-R survey

KEYS MST may discontinue services if a family becomes unreachable, if safety concerns require it, or if the youth no longer meets program criteria, consistent with DJS and DSS contract requirements.

6. SMS / Text Message Program

KEYS MST operates the KEYs MST Text Updates SMS program to send appointment reminders, referral status updates, program announcements, and community resource alerts to those who opt in.

• Consent: By opting in, you agree to receive recurring automated text messages from KEYS MST. Consent is not a condition of receiving services.
• Opt-Out: Reply STOP to any message at any time. You will receive one final confirmation and no further messages will be sent.
• Help: Reply HELP or contact info@keysmst.com or (443) 348-9402.
• Cost: KEYS MST does not charge for this program. Message and data rates may apply from your carrier.
• Frequency: Message frequency varies based on program activity.
• Data Sharing: No mobile opt-in data will be shared with third parties or affiliates for marketing or promotional purposes.
• Carrier Liability: Mobile carriers are not liable for delayed or undelivered messages.
• Security: SMS is not a secure channel. Do not send protected health information or sensitive personal data by text message. In an emergency, call 911.

7. Privacy & Confidentiality

Your privacy is important to us. Our full data practices are described in our Privacy Policy, which is incorporated into these Terms by reference.

• We do not sell or rent your personal information
• We do not share information with third parties for marketing purposes
• Clinical and health information is protected under HIPAA and Maryland state law
• SUD treatment records receive additional protection under 42 CFR Part 2
• Information shared with referring agencies is limited to what is required by contract or law

8. HIPAA & Your Health Information

KEYS MST is a HIPAA covered entity. All protected health information (PHI) is handled in accordance with our HIPAA Notice of Privacy Practices, provided to all clients at intake. You have the right to access, amend, and restrict the use of your health information, and to file a complaint if you believe your rights have been violated.

9. Grievances & Complaints

KEYS MST maintains a formal grievance procedure consistent with our DJS contract requirements. Clients, parents, and guardians have the right to present grievances regarding services provided.

KEYS MST will not retaliate against any individual for filing a grievance or complaint in good faith.

All content on keysmst.com — including text, graphics, logos, and program materials — is the property of KEYS Empowers, Inc. or its licensors and is protected by applicable copyright and trademark law. You may not reproduce, distribute, or create derivative works from our content without prior written permission.

The MST model and associated materials are the intellectual property of MST Services, LLC, and are used by KEYS MST under license.
